PUBLIC ANNOUNCEMENT ON COMPACT END DATE

The USD 350 million Millennium Challenge Compact entered into between the Millennium Challenge Corporation (“MCC”) and the Government of Mongolia (the “Government”) to support poverty reduction through economic growth, by addressing one of the country’s most binding constraints to economic growth: costly access to water and sanitation will reach its end date on March 31, 2026 (the “Compact End Date” or “CED”).

MCA-Mongolia hereby informs all stakeholders, including but not limited to contractors, consultants, service providers, and suppliers, of the following closeout requirements:

  • Deadline for Submission of Deliverables

 All deliverables required under existing contracts, agreements, or purchase orders financed with the Compact must be fully completed and formally submitted to MCA-Mongolia no later than March 31, 2026, in order to remain eligible for review, acceptance, and payment.

MCA-Mongolia shall not accept any deliverables submitted after March 31, 2026, and shall not make any payment in respect of deliverables received after this date.

Any deliverables submitted after March 31, 2026, shall be deemed invalid and non-compensable. Contractors, consultants, service providers, and suppliers shall not be entitled to any remuneration, compensation, or reimbursement for such late submissions.

  • Separate Contractual Communications

 This Public Notice is issued for general informational purposes only. It is separate from, and does not replace, any direct written communications that MCA-Mongolia may issue to specific contract parties regarding individual contractual obligations, including but not limited to pending deliverables or specific closeout instructions.

Stakeholders and contractors are responsible for complying with both this Public Notice and any contract-specific notices issued directly to them.

  • Compact Closeout Outreach Sessions

In preparation for Compact closure, MCA-Mongolia is hosting closeout informational outreach sessions with stakeholders. These sessions will provide stakeholders with guidance on the Compact closeout process, including procedures applicable to contracts that will remain in force beyond the Compact End Date and that may be assigned to relevant successor entities.

Representatives of the Government of Mongolia and any designated successor entities are invited to participate in these sessions.

All stakeholders are strongly encouraged to review their contractual obligations carefully and ensure the timely completion and submission of all required deliverables to avoid ineligibility for payment.
